Move all not Handle dependent members to a ReadHandleBase class

Add an optional std::string const & tail argument to the constructors which takes the tail() of a previous ReadHelper instance.

Class senf::WriteHelper< Handle >

Add additional interface to better access the intermediate status (data sent so far)

Namespace senf::scheduler

Fix the file support to use threads (?) fork (?) and a pipe so it works reliably even over e.g. NFS.
